EU official: Brexit white paper is detailed but unclear

A Bloomberg report quotes an unnamed EU official, saying that Brexit white paper is detailed but unclear and is no more than a starting position. 

Additional quotes:

   •  EU won't produce an official response to the white paper.
   •  EU is negotiating a divorce deal, not the white paper.
   •  Brexit is still very unclear, nobody knows what will happen.
